El Presidente de la República, Iván Duque Márquez, anunció este jueves que el Gobierno Nacional expedirá, la próxima semana, varios decretos para proteger el empleo y apoyar a las micro, medianas y pequeñas empresas (Mipyme), en el marco de la Emergencia Económica, Social y Ecológica declarada por el Gobierno Nacional.
En ese sentido, el Gobierno, a través de su equipo económico, trabaja en una norma que permita que el “Estado pueda financiar por 3 meses esas nóminas de las Mipyme, sobre todo tratando de cubrir a esas personas hasta 5 salarios mínimos, que están en las nóminas de las Mipyme”.
“La nación asume ese financiamiento, pero lo asume condicionado a que no tengamos pérdidas de personal de trabajo en ese sector tan importante para la generación de ingresos en el pueblo colombiano”, subrayó el Mandatario durante el especial de televisión ‘Prevención y Acción’, que se transmite todos los días por el Canal Institucional.
Igualmente, el Gobierno establecerá, por un periodo de 3 meses, la suspensión del aporte a pensión de los trabajadores y de los empleadores.
“Obviamente, lo que nosotros queremos es seguir garantizando el pago del seguro provisional. Y pueden estar tranquilos todos los pensionados, que seguirán recibiendo su pensión sin ningún problema”, recalcó el Jefe de Estado.
“Pero aquí lo que buscamos, también, es aliviar a esos empleados y a esos empleadores durante estos momentos que son importantes para disponer también de caja, y sortear muchas de estas dificultades”, agregó.
El Jefe de Estado afirmó que se autorizará el aumento de las garantías de créditos hasta el 80%, cuando inicialmente “habíamos hablado de garantías que estuvieran entre el 60 y el 70 %”.
“Esto (no solo) se va a desarrollar con las entidades nuestras de crédito y a través de los lineamientos que salgan del Ministerio de Hacienda, sino que vamos a contar con el acompañamiento y la supervisión del Superintendente Financiero (Jorge Castaño)”, puntualizó.
Así mismo, aseveró que dentro del paquete de garantías se diseñará una línea especial para que trabajadores independientes puedan recibir recursos.
Las Mipyme emitirán títulos
A su turno, el Viceministro de Hacienda, Juan Alberto Londoño, indicó que el Gobierno diseña un esquema para garantizar el pago de hasta 5 salarios mínimos de las Mipyme.
“Ese esquema consiste en la posibilidad de que las empresas, esas Mipyme, puedan emitir unos títulos de deuda, que son unos bonos, que los adquiera el sistema financiero para que les dé los recursos suficientes para pagar esos salarios, y nosotros, como nación, los garanticemos”, dijo el funcionario.
“¿Qué logramos?”, preguntó el Viceministro. “Que las empresas puedan mantener el empleo, puedan asegurarles a sus trabajadores hasta cinco salarios mínimos ese ingreso en estos momentos de dificultades y, adicionalmente, que el sistema financiero sienta la tranquilidad de poder poner los recursos, y que esos recursos están garantizados”, puntualizó.
Recordó que estas medidas se suman a los beneficios que ha venido entregando el Gobierno Nacional para las personas de estratos 1 y 2.
Con respecto a la suspensión del pago de pensiones, el funcionario dijo que esa medida busca “un alivio de caja para poder cumplir con sus obligaciones, garantizando que todos los riesgos laborales que cubren las ARL (Administradoras de Riesgos Laborales) se vean cumplidos y no tengamos ningún riesgo de la salud”.
“Venimos trabajando con todas las entidades que se encargan de nuestras pensiones para establecer el mejor esquema. Vamos a terminar de afinarlo, de aquí a la otra semana, para garantizar que tengan ese alivio de caja tanto las empresas como las personas, que son empleados, que tienen un aporte para estos sectores, y los mismos independientes”, recalcó.
