Boyacá tiene Plan de Desarrollo con un presupuesto que supera los $4 billones

“El propósito es hacer de Boyacá un gran territorio. Lograremos salir adelante”: dijo el gobernador de Boyacá, Ramiro Barragán, al momento de la sanción de la Ordenanza 006 del 3 de junio de 2020, por medio de la cual se adoptó el Plan Departamental de Desarrollo para el cuatrienio 2020-2023.

El Plan de Desarrollo Departamental 2020-2023 ‘Pacto social por Boyacá: tierra que sigue avanzando’, recoge apuestas de las comunidades y herramientas con las cuales la Administración busca superar la pandemia del coronavirus COVID-19, a partir de un presupuesto total de $ 4 billones 107.423.

En el documento publicado aquí, las líneas estratégicas 1. Humana y de capacidades, 2. Económica y de oportunidades, 3. Socioecológica y territorial, 4. Conocimiento e innovación, 5. Conectividad y transporte, y 6. Gobierno y asuntos públicos, contemplan 29 componentes, 111 programas con 137 indicadores de resultado, y 256 subprogramas con 941 indicadores de producto.

Un indicador de resultado cuantifica los efectos relacionados con la intervención pública, mientras un indicador de producto mide los bienes y servicios facilitados cumpliendo estándares de calidad, según el Departamento Nacional de Planeación.

Los pactos por las capacidades, las oportunidades y las garantías; las políticas de sostenibilidad, equidad, inteligencia colectiva, innovación y legalidad; y los principios de construcción colectiva, respeto y dignidad humana, servicio público eficiente, sensibilización de cuidado hacia el territorio, y enfoque diferencial, fundamentan la visión y la misión del Plan.

Esta versión final de 831 páginas está articulada con el Plan Nacional de Desarrollo 2018-2022 ‘Pacto por Colombia, Pacto por la Equidad’, y los Objetivos de Desarrollo Sostenible 2015-2030, impulsados por Naciones Unidas.

Proceso de formulación

El documento estructurado en equipo desde enero pasado, transitó por tres fases:

-Diagnóstico

Como punto de partida, Planeación contó con el Programa de Gobierno elegido por Boyacá, es decir, el de Ramiro Barragán. Enseguida fueron analizadas las situaciones sectoriales y transversales, positivas y negativas, que inciden en el desarrollo del territorio.

-Estrategia

Acordados objetivos e indicadores, secretarías e institutos descentralizados definieron la visión de desarrollo, los ejes estratégicos y los programas que orientan la gestión hacia el logro de resultados y transformaciones en municipios y provincias, vistas como regiones.

-Plan de Inversiones

La asignación de recursos disponibles para materializar los programas diseñados, comenzó con el estudio de la situación financiera del Departamento. Hacienda y Planeación identificaron la ruta para generar ingresos propios y optimizar fuentes.

Proceso de aprobación

Durante cinco meses el Plan de Desarrollo tuvo dos borradores: el primero fue entregado al Consejo Departamental de Planeación, las corporaciones autónomas regionales respectivas y la Asamblea para su fortalecimiento, y el segundo fue radicado precisamente allí para su estudio.

La Asamblea Departamental es importante en cada etapa de la gestión pública (planeación, ejecución, seguimiento, evaluación, control y rendición de cuentas). Una de las principales tareas es la aprobación del Plan, dada la responsabilidad que implica priorizar el interés general.

-Primer debate

Ocurrió en la Comisión Legal. El diputado Fabián Rojas dijo, que los ajustes a algunos artículos del documento, obedecieron a la adición de valores correspondientes a líneas base de indicadores de producto; la incorporación de datos estadísticos; y la caracterización de provincias para complementar el diagnóstico requerido.

Por su parte, el diputado Luis Carlos Ochoa indicó: “El Plan de Desarrollo Departamental contiene metas cuantificables, definiendo acciones a corto, mediano y largo plazo, mientras establece una asignación eficiente y correcta de los recursos. Se observa que incluye estrategias que beneficiarán a la comunidad bajo un enfoque diferencial, y atendiendo las realidades del territorio”.

-Segundo debate

En plenaria virtual fueron discutidos los ajustes finales del documento, sintetizados en la formulación y ejecución de la política pública en salud mental, la política pública de agricultura familiar campesina y comunitaria, la creación de espacios para prevenir y resolver conflictos sociales y ambientales, la gestión integral y la disposición adecuada de pacientes fatales de la Covid-19, la red vial del Departamento, el componente turismo y el cambio en el indicador Parque más lindo de Boyacá por Pueblo más lindo de Boyacá.

-Tercer debate

“Con 16 votos positivos, es la voluntad de los 16 diputados que el proyecto de ordenanza 008 de 2020 que adopta el Plan de Desarrollo Departamental 2020-2023 ‘Pacto social por Boyacá: tierra que sigue avanzando’ sea ordenanza”, expresó la secretaria de la Asamblea, María Otálora. Esas palabras confirmaron la buena y esperada noticia.

Al respecto la secretaria de Planeación, Sara Vega declaró: «Tenemos un gran Plan de Desarrollo; un gran pacto. Gracias a quienes integran la Asamblea por mostrar con iniciativas las muy buenas intenciones para este territorio que es lo que nos motiva y nos convoca a trabajar tan fuerte día a día. (…) En este momento de crisis Boyacá nos necesita más que nunca”.

Así mismo, Juan Carlos Alfonso, secretario de Hacienda, aseguró: “La Administración Departamental siente orgullo de contar con una representación tan digna en la Asamblea. Gracias por los aportes recibidos”.

En discusiones que alcanzaron 110 horas y 15 días continuos, 26 dependencias del Gobierno de Boyacá compartieron sus metas. Finalmente, el Plan fue nutrido y aprobado. En este ejercicio participaron, en sesiones distintas, el Consejo Departamental de Planeación, las corporaciones autónomas y la RAPE.

“Después de más de 250 horas estudiando el documento, sabemos que el Gobierno de Boyacá no reparó en dedicar atención a las mesas de trabajo presenciales y virtuales. Estaremos pendientes de lo requieran para sacar adelante el Plan de Desarrollo, y para seguir avanzando”, concluyó el diputado Ricardo Rojas.

La presentación del Plan de Desarrollo por parte del Gobernador, destaca los esfuerzos junto a alcaldes y alcaldesas: “Debo agradecer también a quienes integran los concejos municipales, la Asamblea Departamental, a congresistas, al Consejo Departamental de Planeación, a las corporaciones autónomas regionales: Corpochivor, Corpoboyacá, CAR Cundinamarca y Corporinoquía, la Región Administrativa y de Planeación Especial (RAPE) y al sector privado por sus aportes, su preocupación y su cariño hacia nuestra amada tierra. A su lado, el equipo de Gobierno de Boyacá, que es sólido y avanza en la dirección correcta”.

El documento expone, además, la concertación y coordinación de actividades e inversiones en 20 mesas entre las diferentes secretarías, instituciones descentralizadas, unidades administrativas, oficinas asesoras y el Despacho del Gobernador, a través de la Dirección de Seguimiento y Planeación Territorial, liderada por Lina Parra.

Este Plan de Desarrollo es consecuencia directa de los ‘Diálogos de Saberes’, metodología horizontal que permitió la participación, con propuestas, de aproximadamente 3.800 adultas y adultos y 240 niñas, niños y jóvenes en Paipa y en las provincias Centro, Valderrama, Lengupá, Gutiérrez, Ricaurte (sector bajo), Sugamuxi y Norte. En medio del aislamiento preventivo otras ideas llegaron a los canales definidos como página web, programa de radio ‘Sigue el Plan’, chat y correo electrónico.

Clave recordar que todo empezó en la Cumbre de alcaldes y alcaldesas realizada en Zetaquira, los días 30 y 31 de enero, donde Barragán mencionó que planear el desarrollo de las comunidades es un asunto serio y delicado. “Qué importante es la camaradería para gestionar y para unirnos ante las dificultades. Sabemos que miles de boyacenses confían en sus alcaldes, alcaldesas y en su Gobernador y por eso, debemos responder a sus solicitudes”.
