Supersalud ordenó la apertura de procesos sancionatorios contra la Secretaria de Salud de Casanare

La Superintendencia Nacional de Salud elaboró un informe sobre el reporte dado por los laboratorios autorizados para el procesamiento de pruebas RT-PCR diagnósticas de COVID-19, con el objetivo de identificar sus capacidades y tiempos de respuesta en la actual pandemia.

Con base en la información reportada con corte al pasado 30 de junio por 55 laboratorios de los 65 requeridos por la Supersalud y que están adscritos a la Red Nacional de Laboratorios, se encontró que estos tienen una capacidad de procesamiento de 19.592 muestras diarias, pero en promedio utilizan un 75% de esa capacidad, es decir 14.625 muestras diarias.

La Supersalud verifica uno a uno los reportes que le llegan cada 15 días de los laboratorios autorizados y los compara con la información que le reportan al Instituto Nacional de Salud, para poder detectar las malas prácticas y las inconsistencias en este procesamiento de muestras que retrasan la entrega de resultados a los usuarios y así poder actuar de manera inmediata.

De otra parte, la Supersalud ordenó la apertura de procesos sancionatorios contra los secretarios de salud de Casanare, Yenni Fernanda Díaz; y de Putumayo, Jorge Alberto Molina, por presuntos incumplimientos relacionados con la financiación y prestación de los servicios de laboratorio de salud departamental para el procesamiento de muestras para el diagnóstico de COVID-19.

De comprobarse la responsabilidad administrativa de los investigados, podrían imponerse sanciones a título personal que oscilan entre 90 y 120 salarios mínimos mensuales legales vigentes (smmlv).

Según lo reportado a la Supersalud, 30.470 muestras se encuentran pendientes de procesar y de ese volumen el 82% se concentra en los laboratorios de Compensar calle 63 (10.267), Idime (3.509), Clínica Colsanitas (2.674), Compensar calle 26 (1.816), Universidad del Rosario (1.703), Citisalud (1.284) y Colcán (1.067) de la ciudad de Bogotá; así como en el de SURA de Medellín (2.619).

Esta situación afecta la oportunidad en la entrega de resultados por parte de las EPS, principalmente a Compensar (4.699), Famisanar (4.451), Sanitas (2.469), Sura (2.619), Nueva EPS (976), Mutual Ser (618) y Coosalud (557).

En los resultados del informe se observa que la mayor capacidad de procesamiento de pruebas se concentra en Bogotá, con 55%, seguida por los departamentos de Antioquia, con 22%; Atlántico, con 5%; y Valle del Cauca, con 4.58%.

Respecto al tiempo de entrega de resultados, el promedio está en 3 días, pero se evidenciaron tiempos extremos hasta de 72 días.

Así mismo, el 16% de los laboratorios requeridos por la Supersalud no efectuaron el reporte de información, mientras que el 14% reportaron información inconsistente en lo relacionado con número de muestras contratadas, procesadas y pendientes de procesar respecto de su capacidad.

Se encontró que un 0.73% de las muestras recibidas no fueron procesadas por incumplimiento de los protocolos de toma, embalaje, rotulado y remisión de ficha epidemiológica, y algunos laboratorios evidenciaron bajo nivel de registro de resultados en el aplicativo Sismuestras del Instituto Nacional de Salud.

Otra conclusión es que el 21% de los laboratorios adscritos no contaban con disponibilidad de insumos para realizar el procesamiento de pruebas COVID-19 en los siguientes 15 días. Algunos de estos son los de la Universidad del Magdalena, la Universidad del Atlántico, Hemato Oncólogos S.A, laboratorio IMAT- Instituto Médico de alta tecnología.

Con base en este informe, la Supersalud requerirá a los laboratorios adscritos para que cumplan con su obligación de efectuar el 100% del registro de resultados de pruebas procesadas en Sismuestras, garanticen la oportunidad en su procesamiento e informen las IPS que enviaron muestras que no pudieron ser procesadas por incumplimiento de los protocolos.

La investigación está a cargo de la Superintendencia Delegada de Procesos Administrativos.
