En riesgo comunidades del Resguardo Chaparral y Barro Negro en Casanare por presencia del ELN y FARC

La Unidad de Restitución de Tierras (URT) solicitó ante la autoridad judicial competente la adopción de medidas cautelares en favor de los 108 familias del resguardo indígena Chaparral y Barro Negro conformado por cinco comunidades: Chaparral, Casirva, Campo Hermoso, Corozo y Brisas del Guaraque y cuenta con una extensión de más de 16.000 hectáreas ubicadas en los municipios de Sácama y Támara (Casanare).

Wilson Leyton director territorial de la Unidad en Meta, señaló que el objetivo de la medida cautelar radicada por vía electrónica en el Juzgado Especializado en Restitución de Cundinamarca y durante la cuarentena obligatoria, es que se adopten medidas eficaces y oportunas para frenar las afectaciones territoriales que afrontan las comunidades pertenecientes al pueblo U’wa, por el confinamiento, abandono y presencia de actores ilegales en su territorio ancestral.

La Unidad evidenció que los riesgos para las comunidades del Resguardo Chaparral y Barro Negro producto de la prolongada presencia y disputa por el control territorial entre la guerrilla del ELN y las disidencias de las FARC son: las amenazas del reclutamiento de jóvenes indígenas para engrosar las filas de estos grupos armados ilegales; amenazas a las autoridades tradicionales y a los miembros del resguardo; presencia  de minas antipersonal y artefactos explosivos en zonas de tránsito y lugares sagrados del resguardo; la invasión de colonos al territorio; la tala indiscriminada de bosques sagrados, y la explotación de recursos naturales.

El director Leyton, manifestó que “la presentación de esta medida cautelar es una muestra significativa de la gestión que adelanta la Unidad de Restitución de Tierras, dirigida a la protección de los derechos territoriales del Resguardo, lo tanto se pretende que el juez ordene acciones encaminadas a garantizar los derechos de los niños, niñas y adolescentes; el derecho a la autonomía y al gobierno propio; y el derecho al uso y disfrute del territorio”.

Finalmente, el Director Territorial enfatizó que la restitución es un proceso técnico en el que predomina un fuerte componente social y humano y que la Unidad continuará trabajando por la reparación integral a las comunidades indígenas de la Orinoquia colombiana.
