En Casanare, alerta temprana por lluvias en los meses de octubre y noviembre

La Dirección Departamental de Gestión del Riesgo de Desastres, envía una alerta temprana a los casanareños, en relación a las condiciones climatológicas proyectadas por el IDEAM para los últimos meses del 2020 en la región de la Orinoquía. 
“Es un llamado a que las autoridades, entidades públicas y privadas activen sus planes de contingencia. Un llamado a toda a la comunidad a tomar desde ya medidas preventivas y de alistamiento, pues según la información entregada por el IDEAM, octubre será el mes más lluvioso del año en gran parte del país”, informó Guillermo Pérez, director de la Gestión del Riesgo en Casanare. 
Es preciso recordar que, en esta zona del país el comportamiento climatológico presenta una tendencia monomodal. Es decir, una sola temporada de lluvias y una sola época de sequía. El periodo de lluvias inicia históricamente en abril y finaliza en los últimos días de noviembre e inicios del mes de diciembre, con picos altos de lluvias en junio y octubre. Se ha dicho también que dentro de la época de precipitaciones, los meses de agosto y septiembre históricamente son periodos de menos lluvias. 
De acuerdo con el boletín de predicción climática #306 y el comunicado especial #58 del Instituto de Hidrología, Meteorología y Estudios Ambientales (IDEAM), se presenta el siguiente pronóstico mensual para la región de la Orinoquía.
SeptiembreDurante este mes los volúmenes de lluvias en el Piedemonte Llanero y en sectores del occidente de la Orinoquía, presentan una débil disminución con respecto al mes de agosto. 

OctubreSe estiman lluvias por encima de lo normal (con excesos entre 10% y 40% con respecto al valor climatológico) en sectores del centro y oriente de la Orinoquía.
NoviembreEn la Orinoquía, especialmente el norte y en cercanías al Piedemonte, se espera con mayor probabilidad de ocurrencia valores por encima de los promedios climatológicos para la época, es decir, valores entre el 10% y 30% sobre lo normal.
Diciembre En las regiones Caribe, Orinoquía, Andina y Norte de la Pacífica, se estima que las precipitaciones mantengan una condición sobre los promedios climatológicos con valores entre el 20% y 50% sobre lo normal. Los volúmenes más fuertes se esperan durante en las primeras dos semanas del mes.
Según el anterior pronóstico, tendríamos en esta región intensas lluvias durante los meses de octubre y noviembre, por lo cual la Dirección de Gestión del Riesgo de Desastres en cabeza de Guillermo Pérez, entregó las siguientes recomendaciones.
Para alcaldes 
Se recomienda establecer bancos de ayudas humanitarias y recursos en el Fondo de Gestión del Riesgo consecuentes con la población, el territorio y los riesgos identificados en el municipio. Recordar que son ellos los primeros responsables de la Gestión del Riesgo en su territorio, según Ley 1523 del 2012.
 Implementar medidas necesarias para mantenimiento preventivo de las vías principales, caminos veredales y puentes.
 Disponer de recursos en el Fondo Municipal de Gestión del Riesgo para financiar o cofinanciar las medidas para la respuesta, preparación y recuperación frente a las emergencias que puedan presentarse.
Para la comunidad
Mantener el monitoreo de la información y alertas provenientes de IDEAM y los Consejos de Gestión del Riesgo de Desastres. Desarrollar con los vecinos Planes de Emergencia, donde establezcan quién será el responsable de informar a la comunidad y dirigir las actividades durante una emergencia.
Establecer planes familiares de emergencia de manera que se conozcan por todos los integrantes de la familia y que les permitan actuar de manera rápida en cualquier situación. 
 Realizar campañas de limpieza de canales, caños o quebradas que crucen por la comunidad.
 En las viviendas verificar el estado de los canales, realizar la limpieza requerida, recolección de residuos sólidos y reforzamiento en techos, de manera que puedan soportar las lluvias y vientos fuertes.
 Informar a las autoridades señales de peligro o cambios importantes que permitan la emisión de alertas tempranas.
