Rusia critica respuesta de EE.UU. sobre garantías de seguridad

El ministro de Asuntos Exteriores de Rusia, Serguéi Lavrov, calificó este jueves las respuestas de Estados Unidos (EE.UU.) sobre las garantías de seguridad en la frontera ucraniana como “no positivas”, en tanto aborda temas secundarios y no trata la expansión hacia el este de la Organización del Tratado Atlántico Norte (OTAN).

“El problema principal es nuestra posición clara sobre la inadmisibilidad de una mayor expansión de la OTAN hacia el este y el despliegue de armas de ataque que podrían amenazar el territorio de la Federación Rusa. Esta posición no tuvo lugar en el vacío”, dijo Lavrov en conferencia de prensa.

Sobre el texto, precisó que “hay reacciones que permiten aspirar al comienzo de una conversación seria, pero en las cuestiones secundarias”.

El Canciller ruso recordó que la alianza atlántica prometió en la década de 1990 que no iba a expandirse al este del río Óder, mas luego aseguraron que eran declaraciones verbales, dijo.

A su vez, mencionó que el documento rubricado en Estambul (1999) y la Declaración de Astaná (2010) de la Organización para la Seguridad y la Cooperación en Europa (OSCE), ambos firmados por los miembros de esa organización, estipulan que todos los países respeten el principio de la no división de la seguridad.

Bajo este principio, cada Estado puede elegir a qué alianzas militares adherirse, pero “está claramente condicionado por la necesidad de tener en cuenta los intereses de seguridad de cualquier otro Estado de la OSCE”, acotó.

Sin embargo, Lavrov criticó que la OTAN “calla deliberadamente” sobre el acuerdo “de no fortalecer su seguridad a expensas de la seguridad de los demás”.

Rusia enviará solicitudes oficiales a los miembros de la alianza atlántica con el objetivo de recibir explicaciones de por qué  eligen un punto de sus compromisos, al tiempo que tratan de ignorar las condiciones de la aplicación de este punto.

Por su parte, el presidente, Vladímir Putin, anunció que va a tomar la decisión sobre los futuros pasos del Kremlin respecto a las respuestas de EE.UU. y Occidente.

Este miércoles, el Embajador de EE.UU. en Rusia presentó por escrito a la Cancillería la respuesta de Washigton a las exigencias rusas sobre garantías de seguridad. Pese a no ser divulgado el texto, el secretario de Estado de EE.UU., Antony Blinken, como el secretario general de la OTAN, Jens Stoltenberg, resumieron sus posturas sobre las garantías.

Ambos funcionarios precisaron que continuarán respaldando el principio de puertas abiertas de la Alianza, sin hacer excepciones para países vecino de Rusia. De esta forma, Stoltenberg dejó claro que continuará coordinando con Ucrania, así como con el resto de los socios de la Alianza.
