Organizaciones internacionales y la MOE acompañaron el simulacro de preconteo para las elecciones presidenciales 2022

Dentro del Plan de Garantías Electorales 2022 para fortalecer los comicios presidenciales del próximo 29 de mayo, la Registraduría Nacional del Estado Civil adelantó el primer simulacro nacional de preconteo para evaluar la funcionalidad, seguridad y confiabilidad del sistema.

En el simulacro se evaluaron los componentes de transmisión voz a voz (doble verificación), digitalización, verificación, procesamiento, consolidación y divulgación de los resultados a partir de un ejemplar del formulario E-14 con votación aleatoria para los candidatos, votos en blanco, votos nulos y votos no marcados, lo que permitió que los actores del proceso electoral, entre representantes de agrupaciones políticas, entes de control y misiones de observación electoral ensayaran su rol en el proceso.

“El preconteo se hizo con el mismo ejemplar del formulario E-14 que fue aprobado por las campañas políticas y los entes de control. Podemos recibir entre 30 000 y 40 000 llamadas, pero lo importante es que no solo se está transmitiendo, también se está realizando la doble verificación de la información” así lo explicó Alexander Vega Rocha, registrador nacional del estado civil.

En el desarrollo del simulacro se acreditó un auditor para cada centro de recepción telefónica y otro para cada oficina de seguimiento departamental por partido, a quienes se les otorgó el acceso a los módulos de consulta de boletines que se iban expidiendo como el de las mesas faltantes por procesar. Al finalizar el simulacro, se les suministraron los archivos de cada una de las mesas en formato texto con la votación de preconteo de los candidatos.

En la actividad participaron funcionarios de la Procuraduría General de la Nación, auditores externos, auditores de las campañas presidenciales y organizaciones de observación electoral, además de los registradores distritales, especiales, auxiliares, municipales y transmisores de puesto de municipios zonificados y no zonificados. Así mismo, participaron 27 000 personas en los 12 centros de procesamiento de las 103 082 mesas de votación, incluyendo los consulados.

“Se están cumpliendo los compromisos adquiridos para la realización del preconteo, se está haciendo la doble verificación. Aquí más que la rapidez es garantizar la veracidad de los datos. Tenemos confianza en que en materia logística todo saldrá bien en estas elecciones de presidencia”, aseguró Alejandra Barrios, directora de la Misión de Observación Electoral (MOE).

Por otra parte, el registrador nacional aclaró que en cadenas que circulan en redes sociales y a través de WhatsApp, se está desinformando a la ciudadanía sobre la conformación de los jurados de votación, “la información que está rotando dice que solo quedaron jurados del Pacto Histórico, lo cual es falso. Hay que tener en cuenta que no es la Registraduría quien postula a los jurados, son las mismas campañas quienes envían dichos listados” afirmó Vega Rocha.

Durante los próximos días se realizará el simulacro de digitalización E-14 programado para el 18 de mayo, posteriormente el de escrutinio, para los días 20 y 21 de mayo.
